A Question for Citizens.

To the Editor:

Reading of the new civics test to be given to immigrants wishing to become naturalized American citizens [“Tough Questions for a New Test,” September 28] I puzzled over the one of the new questions that will appear:

Q: “What stops one branch of government from becoming too powerful?”

It gives me heart to think that recent immigrants to the United States may be finally able to answer that question. Since 9-11, our existing pool of citizens has been woefully unable to.
